Its either a BA or BF (I dunno which version) Plasma pistol in black with a minifig hand stuck on it.

He can't really raise his arms, can he. Which means he can only attempt to aim by raising, lowering, and pivoting his lower arms. Which means he can't ADS. Which means he'll probably die from a headshot.
D'oh.
I think this would look better on something like a Cylon from BSG. It doesn't work with humans, but robots that aren't so susceptible to headshots and have integral aiming systems in their arms, maybe.
