I use Paint.net, I like it's line tool better than Inkscape and it's faster.
1. resize photo to about 500 px
2. make a new layer
3. trace design
4. in another layer, brush in the color
5. move the color layer under the lines layer so it looks clean

Playin around with some various Military objects...
First pic- Scaling with Deluxe class transformers Deep Desert Brawl and Bonecrusher;
Second pic- Sizing with a 3 3/4 inch GI Joe, minifigs can make it seem like they are really far away, when really they are not.

What program were you using? Get Paint.net or GIMP. Also use a higher resolution (I use 500 x 500), which you can control in both programs.
If you do those two, you've done as much as I have. Also, If you've drawn the lines first, they'll be vectorized in PDN and GIMP, make a new layer and put the coloring there, and the lines will stay vectorized.
