I know what everybody thinks now, but I suspect (the blue elite). He's the only one who has anything to gain by killing the Arbiter. I was about to be promoted, and the Arbiter could only promote me if he was alive. Not to mention I was friends with him, not an enemy.

I think it was Dutch's character. He does not like the Arbiter and he is good friends with the scout. Being friends with a scout is helpful; he knows the going-ons of the area. He had the means and he had the way.

It could have been the Grunts too, they are smaller and could hide in places Elites can't.
